A. Purpose


PROMHANDICAM Association (Services for the Promotion of Persons with Disabilities in Cameroon), a private social welfare organisation recognised by Decision No. 79/0025/D/MINAS/SG/SCES/BS of 9 April 1979 issued by the Ministry of Social Affairs, is implementing the project "Strengthening Access to Inclusive Education and the Economic Empowerment of Persons with Disabilities in the Centre Region of Cameroon" – P10630 (CBM).
Within the framework of this project, PROMHANDICAM Association is seeking one (1) service provider to produce an audiovisual documentary highlighting the development of the skills and talents of persons with disabilities in the workplace.

 


B. Objectives of the Assignment


The selected service provider shall:
- Document good practices in disability inclusion within both the formal and informal sectors;
- Conduct field visits to collect data in the targeted project areas;
- Showcase inspiring stories, skills and talents developed by persons with disabilities in their workplaces;
- Highlight the interventions carried out by PROMHANDICAM Association with the support of CBM;
- Incorporate comments and feedback provided by PROMHANDICAM Association;
- Produce a 15-minute documentary in French, including Cameroonian Sign Language interpretation (or simply sign language interpretation, if that is what is intended) and English subtitles.

 


C. Required Profile of the Service Provider


Applicants must:
- Be an individual consultant or a legally registered company specialising in audiovisual production;
- Have at least three (3) years of proven experience in documentary filmmaking or similar audiovisual productions;
- Have a qualified technical team;
- Possess professional filming and editing equipment;
- Demonstrate knowledge of disability, social inclusion and/or development issues, which will be considered an asset.

 


D. Application File


Applicants shall submit:
- A cover letter addressed to the Director General of PROMHANDICAM Association;
- A technical proposal including an understanding of the Terms of Reference (ToR), the proposed methodology and the implementation schedule;
- A detailed financial proposal;
- Administrative documents (for corporate applicants/legal entities).

 


Submission of Applications

Complete application files shall be submitted in three (3) sealed copies, including one (1) original and two (2) copies, to the headquarters of PROMHANDICAM Association, located at Mimboman II, "Petit Marché", bearing the following reference:
"Call for Tenders for the Recruitment of a Service Provider for the Production of an Audiovisual Documentary on the Development of the Skills and Talents of Persons with Disabilities in the Workplace."


NB: The deadline for the submission of applications is Friday, 31 July, at 3:30 p.m. sharp.


Applications from women and persons with disabilities are strongly encouraged.
